The Karl J. Fulton Pony League was formed in 1958.  The purpose of the league is to introduce the game of football to youths where basic fundamentals are taught, where every youth is given the opportunity to play on a competitive basis, and to stress the importance of a good education.

​

Initially, the league was called the Hilltop Lions League and was under the jurisdiction of the Westgate Hawks football program founded in 1957 by Dennis McDonald, a former All City quarterback at West High School and Norman Richardson, a former All State tackle at North High School.
